Rwanda: Sterilization Bill Sparks Outcry
Rwanda is being urged to drop a draft law that foresees which forcible sterilization of mentally disabled people. It also wants everyone to take HIV tests before getting married. Advocacy groups say it violates human reproductive rights and would increase stigma. Forced sterilization is regarded as a crime against humanity by the Rome Statute of the International Criminal Court. AIDS prevalence in the county has gone down from 11 per cent in 2000 to three per cent in 2007, according to the World Bank. – Panos, London.
